There are too many bugs of diverse kind for me to hope that making fonts with unconventional unit sizes will help push programmers to make their software work. Even Adobe Reader still seems to have a bug in how it displays a selected region, although it extracts the Unicode just fine; but all the free software readers I've tried (probably all based on the same PDF renderer, "poppler") don't extract the Unicode correctly. LuaTeX, given the oddball fonts, generates PDFs that display correctly in the free software readers, but which are displayed incorrectly in Adobe Reader.
I have no plans to rework the Goudy Oldstyle fonts anytime soon, but newer fonts will have 1000 units per em.
